Competence assessment

Up to day, for hardwood logging, there have been no tool for validating workers’ competence. A mobile labour market crossing national borders increases the need of competence assessment and quality control. In the project we have developed an easy-to-use assessment tool for company and individual level which could facilitate increased mobility between countries.

An easy-to-use tool for assessing forest workers' competence of hardwoods harvesting were developed as a part of this project focusing on hardwoods in the South Baltic Region. The tool documents competence requirements as well as actual level of competence, reports training needs, and opens for mutual reflections on competence. 

A preliminary version of the tool was tested in practice and revised due to experiences made. An industry effort to develop more general and extensive systems for validating forest workers competence is also suggested. The tool is divided in two different parts. 

(1) The company level is supposed to be used in cooperation between the forest worker and e.g. the contractor in order to document competence and training needs and open for mutual discussions on competence requirements and training needs.

(2) The individual level can be used in cooperation between the forest worker and e.g. the contractor in order to document competence and training needs and open for mutual discussions on competence requirements and training needs.
